  1. Brown the ground beef and onions together in a skillet.
  2. In a greased baking dish, layer sliced potatoes on the bottom.
  3. Sprinkle with salt, pepper, and flour.
  4. Add half of the corn and cornmeal mixture.
  5. Spread the browned beef and onion mixture over the potatoes, draining excess grease.
  6. Pour tomato soup over the top, spreading evenly.
  7. Sprinkle shredded cheese over the top.
  8. Cover and bake at 350°F for 1 hour.
  9. Uncover and bake an additional 5-10 minutes until browned.
